Under direction of the Community and Economic Development Director, administer and improve the City of Laramie’s rental housing licensing, inspection, and compliance program; perform rental housing & mobile home park inspections; maintain and improve the City’s rental housing inventory; coordinate with property owners, tenants, City departments, and the public; and develop policy recommendations to improve the quality, safety, and long-term condition of Laramie’s rental housing stock.
The City has approximately 3,000-4,000 rental housing units that are subject to rental licensing, registration, inspection, or certification requirements. In an effort to improve the City’s esponsiveness and Council directed goals, the newly established Rental Housing Coordinator position is responsible for bringing structure, consistency, and accountability to the City’s rental housing licensing and inspection program. This includes identifying unlicensed rental units, improving the accuracy of the rental housing inventory, including manufactured home parks, coordinating licensing compliance, and ensuring that rental housing licensing is connected to actual housing quality, inspection, and enforcement outcomes.
DUTIES & RESPONSIBILITIES
• Serve as the primary City contact for questions regarding rental housing licensing, inspection, and compliance from landlords, tenants, property managers, contractors, neighborhood residents, and the public.
• Administer the City’s rental housing licensing program, including unit registration, database inventory, payment, inspection, and compliance under the direction of the Community and Economic Development Director.
• Maintain and improve the City’s rental housing inventory, including property ownership, local contact information, unit counts, licensing status, inspection history, compliance history, and enforcement status.
• Work to identify, and bring into compliance, currently unlicensed rental units.
• Coordinate and perform inspections of residential rental units, multi-family properties, single-family rental properties, accessory dwelling units used as rentals, and related exterior site conditions as authorized by City code and program procedures.
• Investigate complaints related to rental housing conditions, habitability, overcrowding, illegal dwelling units, unsafe structures, nuisance conditions, and other rental-related code issues.
• Develop and maintain standard operating procedures, inspection checklists, correction notice templates, application materials, public information sheets, frequently asked questions, and internal tracking tools.
• Research rental housing policies, ordinances, inspection programs, enforcement tools, incentives, and best practices used by comparable communities.
• Prepare reports, memos, rental housing code amendments, program evaluations, presentations, and policy recommendations for the Community and Economic Development Director, City leadership, boards, commissions, City Council, and the public.
• Develop educational materials and participate in outreach to landlords, tenants, property managers, the University of Wyoming, WyoTech, nonprofit housing providers, neighborhood groups, and other stakeholders.
• Coordinate and perform inspections and licensing of Manufactured Home Communities in the community.
QUALIFICATIONS
• Strong oral and written communication skills.
• Excellent organizational skills and the ability to manage multiple cases, deadlines, inspections, complaints, records, and program priorities.
• Ability to work effectively with landlords, tenants, property managers, contractors, elected and appointed officials, City staff, and members of the public in situations that may involve conflict, frustration, or sensitive housing conditions.

• Experience in residential construction, residential remodeling, building inspection, property maintenance inspection, code enforcement, rental housing inspection, housing program administration, planning, community development, public administration, or policy analysis is preferred.
• Experience with the International Property Maintenance Code, International Residential Code, nuisance codes, zoning regulations, fair housing principles, landlord/tenant issues, or municipal enforcement procedures is preferred.
• Experience using permitting, licensing, inspection, code enforcement, GIS, Tyler Software, records management, or case management software is preferred.
• ICC Property Maintenance and Housing Inspector certification, ICC Residential Building Inspector certification, AACE code enforcement certification, or similar certification is preferred, or the ability to obtain within a timeframe established by the City.
• Ability to work and make decisions independently and as part of a team.
SPECIAL REQUIREMENTS:
• Bachelor’s degree or equivalent certification in planning, public administration, construction management, building inspection, community development, housing policy, architecture, engineering, environmental health, social science, or a closely related field is preferred.
• Three years of progressively responsible experience in construction, building inspection, property maintenance inspection, code enforcement, housing program administration, planning, community development, rental housing compliance, public administration, policy analysis, or a closely related field is preferred.
• Possession of, or ability to obtain, a valid driver’s license with an acceptable driving record.
• Ability to perform field inspections at rental properties, including walking, standing, climbing stairs, bending, kneeling, entering dwelling units and common areas, and working in various weather and property conditions.
• Ability to work in a standard office environment and in the field.
