Position Overview:
The Community Development Director plays a pivotal role in leading the Community Development Department, orchestrating a wide range of activities such as city planning, building safety, code enforcement, redevelopment, and economic development to meet the municipality's goals. This position involves ensuring compliance with state and federal laws, as well as local policies, while managing departmental staff. A critical aspect of this role is engaging with community stakeholders including local officials, residents, businesses, and developers. As an member of the City Leadership Team, the Director collaborates with the City Manager, City Council, and various departments to align strategies and policies with the City's mission and core values.
Key Responsibilities:
Supervise personnel in planning, permitting, building, and engineering while overseeing contractors.
Manage diverse planning functions, such as evaluating zoning codes and land use applications, and maintaining city planning frameworks.
Communicate with the public regarding legislation, trends, and socioeconomic developments, providing essential information to stakeholders about zoning, ordinances, and planning processes.
Assist the City Council and Planning Commission by conducting meetings, preparing reports, and presenting on policies related to community development.
Oversee building code compliance activities.
Advise community leaders and citizens on planning policies, comprehensive plans, and regulatory ordinances, and participate in negotiations linked to environmental impact statements. Operational Leadership:
Direct day-to-day operations and strategic planning within land use and engineering sectors.
Set long-term goals and review departmental work to ensure policy adherence and quality standards.
Exhibit strong oral and written communication skills to effectively present materials to both the public and staff.
Demonstrate diplomacy and professionalism, fostering collaboration within the community development team.
Represent the city professionally in all engagements. Work Environment:
Function independently and take initiative in a dynamic, fast-paced setting juggling multiple projects.
Act as the city’s SEPA official and utilize technology, including MS Office suite and GIS applications. Knowledge and Skills:
Understand the local political landscape and the complexities surrounding community development. - Possess working knowledge of land use laws and environmental standards that align with state and federal regulations.
Familiarity with the Washington Growth Management Act, SEPA, and other compliance-related frameworks.
Strong time management and problem-solving abilities, with a focus on effective decision-making. - Exhibit excellent customer service skills, maintaining confidentiality and effective relationships with diverse groups.
Maintain regular and reliable attendance, demonstrating a commitment to the role.
