GENERAL PURPOSE:  Under general direction, to perform a wide variety of professional level work in the field of current and advance planning; redevelopment, zoning, architectural, and environmental matters; to provide information and assistance to developers and the public on planning related matters; and to provide highly technical and responsible support to the department director.

DISTINGUISHING CHARACTERISTICS:
This is the journey-level of the professional Planner series; Positions at this level are distinguished from the Assistant Planner level by the performance of the full range of duties as assigned including responsibility for the application of professional knowledge and skills to various municipal planning problems and projects. Duties, responsibilities, and assignments are more complex and require greater independence in decision making and the original creativity and responsibility for organization and execution of long-term projects. Incumbents are expected to provide leadership and guidance on projects carried out by other staff.  Responsibilities include the preparation of specific reports and plans with opportunity for working independently and exercising judgment and initiative.

PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  •  Provides professional planning services for the City; accepts permit applications, and provides review and analysis of residential, commercial and industrial site plans for compliance with state and federal regulations, development regulations, and City codes, policies and procedures.

  • Answers inquiries and assists the public and developers in matters relating to planning, zoning and permit review, and other City standards and regulations; provides information and recommendations within scope of authority.

  • Reviews and evaluates development plans, proposals, designs, applications, occupancy permits, technical documents and special permits; verifies compliance with regional standards and regulatory requirements.

  • Inspects properties and structures under construction for compliance with codes and regulations; identifies, documents, and communicates deficiencies, and identifies corrective actions.

  • Maintains a current and thorough working knowledge of planning regulations and guidelines published by the City and state and federal agencies.

  • Prepares staff reports for the Planning Commission and the City Council.

  • Prepares and updates elements of the City's General Plan.

  • Conducts thorough and accurate research.

  • Researches, analyzes, and interprets social, economic, population, census, and land use data and trends.

  • Prepares thorough and accurate written reports on such trends; implements and explains to the public the California Environmental Quality Act.

  • Reviews development and redevelopment proposals and works with developers to reach agreements on acceptable development plans.

  • Explains required changes to applicants so that submittals will meet development review requirements.

  • Provides useful and helpful information to developers and others regarding local, state, and federal planning and development requirements so that questions and concerns are effectively resolved.

  • Understands and is able to apply sound planning and design principles in the analysis of applications and development projects.

  • Designs graphic formats to effectively present planning concepts and proposals for public evaluation.

  • Organizes, prepares, and processes written reports and documents such as environmental impact reports for complex planning projects and makes oral presentations before the Planning Commission, City Council, and community meetings as required;

  • Checks and reviews business license applications and assures compliance with land use and zoning regulations;

  • Provides the applicant information on land use and zoning regulations in a complete and timely manner;

  • Provides technical assistance to professional and clerical planning staff.

  • Develops recommendations and reports to summarize development issues; prepares reports on land use applications and planning activities; writes zoning violation letters and coordinates violation abatement actions.

  • Interprets and explains City codes, policies, procedures, rules and regulations; inspects work sites as needed; coordinates services with other Departments.

  • Reviews and processes a variety of applications and permits; issues special permits and notices within scope of authority; creates correspondence and reports, and coordinates with customers as needed.

  • Develops recommendations and staff reports to summarize development projects for the Planning Commission and City Council.             

  • May exercise technical and functional supervision over lower level staff.                             

  • Supports the relationship between the City of Rosemead and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; performs related duties as required or assigned.

Education and Experience:

  • Bachelor's Degree in Urban and Regional Planning or related field, and three years of professional municipal planning experience.

 Required Licenses or Certifications:

  • Must possess or have the ability to obtain an appropriate valid California Driver's License and a satisfactory driving record.

 Required Knowledge of:

  • City organization, operations, policies and procedures.

  • City General Plan, zoning codes, and land use regulations.

  • Principles of land use planning.

  • City, county, state and Federal laws, codes and regulations pertaining to community planning, including California Environmental Quality Act (CEQA).

  • Personal computers utilizing standard and specialized software, including GIS software applications used in planning, mapping, and statistical analysis.

  • Record keeping and file maintenance principles and procedures.

Required Skill in:

  • Understanding and interpreting land use and zoning enforcement regulations, and state and Federal laws.

  • Organizing, evaluating, analyzing and presenting data and information.

  • Checking designs, details, estimates, plans, and specifications of planning projects.

  • Researching and analyzing the factors affecting community planning projects.

  • Effectively transferring technical knowledge to new and unique situations.

  • Maintaining accurate and interrelated technical records.

  • Assessing and prioritizing multiple tasks, projects and demands.

  • Managing project development and implementation.

  • Interpreting planning and zoning programs.

  • Performing professional planning work with a minimum of supervision.

  • Providing training to less experienced planning staff.

  • Checking building plans for conformance with land use, architectural and zoning regulations, and suggesting changes to achieve compliance.

  • Establishing and maintaining cooperative working relationships with co-workers, elected officials, developers, contractors, and representatives from other local, state and federal agencies.

  • Effective verbal and written communication.
