Job Summary

Join the Pitkin County Community Development team as a Caseload Planner in the beautiful Rocky Mountains! We are looking for an experienced Planner who will use their knowledge of planning theory and practice, public policy, land use law, and natural resource issues to analyze development applications to ensure compliance with the Pitkin County Land Use Code. The ideal candidate will demonstrate strong written and oral communication skills, ability to understand development plan documents, and be capable of working effectively both independently and as part of a team. Planners shall demonstrate excellent customer service by providing ongoing support to applicants and the general public in the land use and permit review process.

Job Responsibilities

  • Provides technical and professional planning services to achieve structured and organized growth and development in the County; reviews project plans and verifies plans are in compliance with County codes, policies, and procedures and with state and federal regulations; uses knowledge of urban planning and growth management theory, public policy, land use law, and natural resource issues to review development plans and complete planning projects.

  • Inspects completed development projects to verify compliance with permits and County codes.

  • Analyzes a variety of planning issues and develops and presents reports and recommendations in public meetings to appointed and elected officials. 

  • Coordinates issues with other departments, community groups, and regional agencies; attends public meetings, and presents information on regional planning and zoning issues; interprets and explains County codes, policies, procedures, rules, and regulations.

  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Minimum Qualifications, Knowledge and Skills

This position follows a sequence:

  • Level I:

    • Two years of experience with community development and planning programs

    • Bachelor’s Degree in Urban Planning, Engineering, Earth Sciences, Architecture or Landscape Architecture.

    • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

  • Level II (in addition to level I):

    • In addition to Level I, 2-4 years of progressively responsible and applicable experience

  • Level III (in addition to Level II):

  • In addition to Level II, 4 plus years of progressively responsible and applicable experience

  • Ability to perform complex and specialized professional planning activities.

  • Ability to take on a supervisory role.

  • Ability to take on a project management role. 

  • A Master's Degree in Urban Planning or related fields is desirable.

  • Professional certification through the American Institute of Certified Planners (AICP) is desirable

Knowledge Of:

  • Principles and practices of public administration.

  • Research methods and techniques.

  • Fiscal and budgetary management and tracking.

  • Organizational and community planning.

  • Public policy processes.

Skill In:

  • Communicating effectively verbally and in writing.

  • Handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations.

  • Working efficiently both independently and as part of a team.

  • Organizing and prioritizing work to meet deadlines.

  • Developing, understanding, interpreting, and communicating policies and procedures.

  • Establishing and maintaining effective working relationships.

Physical Demands and Working Environment

  • Work is performed primarily in a standard office environment; site inspections may occur in variable weather and terrain.
