Under general supervision, this position is responsible for managing long range planning projects, special projects, code development and review, and updates to the Town’s Master Plan.

  • Performs a variety of diverse, long-range planning projects including master and area plans development and updates, transportation planning, trail and open space projects, feasibility studies, redevelopment and enhancement projects, consultant agreements and associated project management, citizen outreach activities, grant development, and land development code amendments. 

  •  Reviews and recommends revisions to land-use codes and related ordinances; serves as project manager and/or reviews development review projects for compliance with Town master plans and intergovernmental agreements; negotiates and administers professional service agreements with consultants as directed.  

  • Prepares technical reports, makes presentations, and recommendations to elected officials, task forces, and community groups; presents findings and actions recommended on development.  

  • Coordinates interdepartmental review critiques of pending development proposals that have been assigned.   

  • Administers and coordinates complex work plans or programs.  

  • Performs on-site inspections of development and landscape projects to ensure compliance with site plans and conditions of approval and assists in the review of building permits and requests for certification of occupancy to ensure compliance with land development code requirements.  

  • Provides planning related information to property owners, architects, developers, real estate brokers, appraisers, and the public; responds to citizen complaints, requests, and inquiries.  

  • Conducts land use, demographics, economics, and other research and analysis activities on a broad range of community and planning subjects.   

  • Coordinates interdepartmental and outside agency efforts related to assigned projects; acts as a liaison to local/regional planning organizations; coordinates with other departments and outside jurisdictions to implement the visions, goals, and strategies of approved planning documents.     

  • Attends professional development classes, seminars, conferences, and workshops as necessary to maintain certifications and competencies.   

  • Coordinates Town historic preservation efforts as they relate to the Land Development Ordinance.                                                                                                       

  • Seeks grant funding as directed.   

  • Performs other related duties as assigned.

Minimum Qualifications

The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered. 

Requires a bachelor’s degree in Planning, Geography, Landscape Architecture, Architecture, or a related field, supplemented by four (4) years of progressively responsible experience in local or regional planning with direct experience in long-range planning and current development review. 

Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.

  • Skill in researching, compiling, interpreting, and analyzing statistical data and materials.  

  • Ability to develop consensus regarding complex and controversial planning initiatives. 

  • Ability to work independently and with a team.  

  • Ability to exercise sound judgement and make decisions.  

  • Ability to work with minimal supervision and specific direction.  

  • Ability to problem solve and multi-task. 

  • Ability to pass a pre-employment background check. 


Additional Information

Full Salary Range:  $73,733.00-$106,913.00
Position Closes: 4/23/2024
Interviews: Week of 4/29/24
Tentative On-Boarding Date:  5/13/2024

Work hours typically Monday-Friday 8:00 a.m. to 5:00 p.m. Evening meetings will be required.

Requires frequent use of general office equipment, computer, computer software, and an automobile.

Requires occasionally reaching with hands and arms, climbing and balancing. Requires moderate physical activity with lifting, up to twenty (20) pounds. Requires close and distance vision acuity and the ability to adjust focus, allowing a broad field of vision. Employee must communicate clearly and effectively; must understand and be understood.  

 

Environment

Work is frequently performed in a climate-controlled office environment, but employees holding this position may be exposed to extreme cold or heat and wetness/humidity while completing inspections outdoors. The noise level in this environment is usually quiet to moderate.
