Position Summary & Duties Responsible

POSITION SUMMARY

Planner will assist with and perform various planning duties including short and long range planning, and with implementation of County adopted land use plans and programs.

DUTIES AND RESPONSIBILITIES

  1. Conduct research for planning cases, land use plans, and projects and provide staff support to Senior Planners.

  2. Research, compile, and analyze data on economic, social, and physical factors affecting land use. Write specialized reports and correspondence pertaining to land use.

  3. Analyze and evaluate department land use policies in assigned planning area; prepare documents pertaining to program policy or procedure revisions.

  4. Revise and recommend changes to comprehensive and area plans and assist in the implementation of such plans.

  5. Act as department representative on various planning and land development initiatives and other planning projects as needed.

  6. Participate in the decision-making process for planning and task force committees; assist in the coordination of activities with other departments and agencies as needed.

  7. Compile and maintain information pertaining to land use cases, special projects, and legislative amendments.

  8. Conduct community outreach with various civic, business, governmental groups and to the public to explain Bernalillo County policies, plans and procedures related to assigned areas of responsibility.

  9. Advise various groups of of planning and policy proposals and actions and recommend specific courses of action.

  10. Assist with creating and maintaining records for land use and special use permit enforcement actions.

  11. Research and draft staff reports for zone change and special use permit requests and present to the County Planning Commission for approval.

  12. Provide customer service for land use and zoning for in person and phone inquiries from the public.

  13. Assist the public with completing applications for zoning processes, including building permits, conditional use permits, and variances and amendments to Special Use Permits.

  14. Assist with the County Case Review Committee including research and record-keeping for prospective County land use cases.

  15. Assist with County Development Review Authority functions, including subdivisions and street name change research.  

  16. Compile data and draft maps for planning efforts, including staff reports and plans.

  17. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. ?

Minimum Qualifications

  1. Bachelor Degree in Planning, Public Administration or closely related academic field, plus two (2) years experience in a professional capacity involving zoning ordinances and land use regulation, including one (1) year working in a project management capacity. Any equivalent combination or related education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

  1. Knowledge of land use and planning principles, planning processes, and capital facility financing methods.

  2. Knowledge of the County’s Zoning Ordinance, Subdivision Ordinance, Development Review Standards, Impact Fee Ordinance.

  3. Strong customer service and communication skills, both oral and written.

  4. Ability to communicate effectively in both oral and written English. 

  5. Ability to exercise good judgement in evaluating situations and taking corrective actions. 

  6. Ability to analyze population and development trends and make objective and unbiased recommendations. 

  7. Knowledge of current drafting or Geographic Information Systems technologies and data management software systems.

The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must successfully complete the post-offer employment medical examination and background investigation.

  2. Employee must comply with the safety guidelines of the County.

  3. Employee must complete required FEMA training(s) as assigned to position.

  4. Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position.

  5. Conduct after-hours on-call phone duties as assigned.

WORKING CONDITIONS

  1. Essential job duties are performed indoors in climate-controlled environment, but the duties of the job may require occasional work outdoors in varying weather conditions.

  2. Primary work surface is even, dry, carpeted, or tiled floor.

  3. Works alone primarily, with or without directions.  Works with a group at times, and with a select team at times.

EQUIPMENT, TOOLS, AND MATERIALS

  1. Telephone, typewriter, calculator, computer, fax machine, and copy machine are used in performance of essential job duties.

  2. Various forms of paperwork and money are handled in performance of essential job duties.
