NATURE OF WORK
This is mid-level technical support work in the Community Development Department, Planning and Zoning Division, performing a variety of planning support tasks. Work is performed under the continuing supervision of the Community Development Director and/or Principal Planner. Work assignments can be very detail oriented or broad ranging. The employee is expected to be a self-starter with some knowledge of planning and land development principles capable of meeting production expectations and timelines without excessive guidance in a fast-paced but coordinated environment. Contact with others is frequent and involves communication of complex information presented in terms that the general citizenry can understand. This individual shall possess a strong background in graphics and computer skills, and good communication skills, both oral and written. This employee may occasionally give guidance and assistance to less experienced employees.
ESSENTIAL FUNCTIONS OF WORK (May not include all of the duties performed.)
Acts as point of contact for the Planning Division, especially in absence of the Principal Planner. Provides information and assistance regarding planning and zoning process, Collects, analyzes, and presents information to individuals and groups, answers questions regarding planning and zoning subject matter.
Evaluates, or assists in the evaluation, of applications submitted to the department to insure submittal requirements are satisfied. i.e. Application Review
Preforms preparatory assignments and research for upcoming meetings. Reviews and/or assists in the review of development proposals and site plans for conformance with codes, plans, and regulations as part of the Development Review Team (DRT). i.e. Development Review
At the direction of an advisory committee, researches the regulations of other communities and on-line data to provide technical support, often including multiple topics, alternatives, or solutions, in support of amending regulations for the Zoning Ordinance. i.e. Zoning Steering Committee.
Assists in scheduling upcoming DRT, Zoning Steering Committee, and Renaissance Zone meetings. Records minutes of the proceedings at Development Review Team, Zoning Steering Committee, and Renaissance Zone meetings on computer. Distributes meeting minutes to appropriate parties under established deadlines. Maintains files and records of said committees. i.e. Record Keeping
Provides research and assistance to outside consultants with in-field analysis, data collection and similar assigned tasks in support of a periodic updates to the Comprehensive Development Plan. i.e. Ongoing Support for Long Range Planning
Assists in preparation for Planning Commission meetings as follows: assists Principal Planner with preparation and presentation of facts for detailed staff reports, including findings of fact, recommendations, and conditions of approval or denial on all agenda items. Creates various maps and graphics with AutoCAD, Adobe Sketch Up, PowerPoint, and/or other computer software programs for all items on the Planning Commission Agenda. Creates slide shows for presentation at the meetings. Provides assistance to Principal Planner in conducting the slide show presentation. Provides setup and support of meeting operations. i.e. Planning Commission Support
Conducts site visits, performs in-field analysis, documents findings in writing and on camera for various projects as assigned, and monthly for the upcoming Planning Commission agenda items.
Reviews and manages Sign Permit applications, including record tracking and in-field coordination.
Reviews, edits, and generates Planning Division applications and checklist documents.
Supports and conducts research for specific Planning Department projects such as, but not limited to; EPA Brownfields Grant, River Front and Center Master Plan, HUD national disaster resiliency grant, etc. i.e. Specific Planning Studies and Grant Administration.
Assists in resolving zoning issues with developers and citizens. i.e. Customer Service
Attends required Planning and City related meetings concerned with city development as required.
Conducts site visits and verifies status of planning related issues prior to issuance of Certificate of Occupancy. i.e. Final Inspections for landscaping, building construction materials, setbacks, parking stalls, dumpster enclosures, and signage compliance.
Performs other related duties as assigned.
REQUIREMENTS OF WORK
Knowledge of GIS (Geographic Information Systems) and AutoCAD applications.
Some knowledge of basic engineering principles, practices and methods.
Knowledge of drafting and/or surveying practices, methods, and applications.
Some knowledge of construction standards and inspection methods and techniques.
Knowledge of geometry and basic mathematical calculations used in engineering, drawing, and drafting.
Knowledge of maps, deeds, subdivision plats and various types of plans.
Ability to operate personal computers and computer aided drafting processes.
Ability to maintain a variety of technical records, including spreadsheets, and data base information and ability to adapt records systems for computerization.
Ability to interpret various maps, blueprints and other engineering, architectural, and planning drawings and plans and update when needed.
Ability to establish and maintain effective working relationships with other employees, developers, contractors and the general public.
Ability to make decisions based on facts and communicate effectively, both orally and in writing.
DESIRED MINIMUM TRAINING AND EXPERIENCE
Graduation from college with a bachelor’s degree preferred, in the field(s) of community and regional planning, environmental planning, urban planning, landscape architecture, geography or related field, and two years of professional experience. College courses in Geographic Information Systems preferred. May substitute five years of progressive, professional experience directly related to planning disciplines and land development towards education requirements; or any equivalent combination of training and experience.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid North Dakota driver's license.
