PLANNING DIVISION MANAGER
Planning and Community Services
The City of Billings Planning and Community Services Department is seeking a Planning Division Manager to help direct, manage, supervise and coordinate the division’s programs and activities in Billings and Yellowstone County; to coordinate assigned activities with other City and County departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Planning and Community Services Director. Under a service agreement between Billings and Yellowstone County, the Planning Division provides planning services to the City of Billings and Yellowstone County, and the Manager will work on planning projects for both the Board of County Commissioners and the Billings City Council.
Essentials duties and responsibilities include but are not limited to: select, train, motivate and evaluate assigned personnel; plan, direct, coordinate and review work plan, oversee management responsibility for the division’s programs, services and activities with the Transportation Planning Coordinator and Zoning Coordinator; manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; respond to and resolve difficult and sensitive inquiries and complaints; manage and participate in the development and administration of the division’s annual budget and prepare and administer all federal and state grant programs.
Work Schedule: Monday through Friday, 8:00 a.m. – 5:00 p.m.
Salary: $34.99 - $36.72/hour plus excellent benefits
- Four (4) year degree from an accredited college or university with major course work in planning and public administration, or a related field
- Three (3) years of work experience in state, regional and local planning
- Degree in planning-related field may be substituted with six (6) years of related work experience in community planning
- Management and supervisory experience is preferred
