Rapid City is a thriving community and desires to build on its recent success by continuing its use of good planning policies and quality development standards. To accomplish this, the City seeks to hire a strong leader to manage its Community Planning and Development Services Department. The Director will report to the Mayor and be responsible for overseeing the Building Services, Current Planning, and Long Range Planning Divisions, for a total of 24 employees and a $2.1M annual budget for the department.
In addition to providing services traditionally associated with current planning and zoning, and long-range planning functions, the department provides building code permitting and inspections services, air quality permitting, and coordinates the City’s development review process. Other areas of responsibility include historic preservation, evaluating tax increment financing proposals, and departmental support for all planning services related boards and commissions.
The position requires a Master’s Degree in Planning, Architecture, Public Administration, or a related field from an accredited university. Certification as an AICP or the ability to obtain it within one year is also required. A candidate’s background should include 10 or more years of progressively more responsible planning experience in a municipal or equivalent environment, with at least 5 years of supervisory or management experience, or a combination of the two. Experience in contemporary municipal planning and development practices, including urban / suburban growth trends and planning practices, downtown redevelopment, and an ability to articulate the importance of good planning practices will be an advantage. The City seeks a professional manager and leader that possesses the skills necessary to accomplish the following: balance the need for attention to detail with the development of future internal leadership and a focus on teamwork; communicate the need to municipal elected officials and other departments regarding the importance of establishing a collective long-term vision for the City’s future growth; and, develop and maintain strong relations with all sectors of the community with a focus on customer service.
